Robert Carter Obituary

Robert Gene Carter, age 79, of Pittsfield, IL passed away on Thursday, July 15, 2021 at his son’s home in Bowling Green, MO surrounded by family. He was born on April 3, 1942 in Detroit, IL to George Lee and Stella Howell Carter. Bob married Carol Springer at Green Pond Church on April 18, 1964 and she preceded him in death on December 10, 2008. He later married Virginia Halpin in Pittsfield on April 30, 2017 and she survives.

Bob graduated from East Pike High School and went on to join the United States Army in 1960 and was honorably discharged in 1963.  He graduated from John Wood Community College with an Associates Degree in Applied Sciences then went onto attend Columbia State University where he received his Bachelor’s Degree in Business Administration and Master’s Degree in Business Administration -Management/Marketing.  He spent many years working with the public and as a child counselor.  He was a supervisor at Chaddock Wesley Cottage and later worked as an Investigator for the State of IL Department of Children and Family Services, from where he retired.  Bob attended New Hartford Christian Church and was of Christian faith.  He loved entertaining with his brother, Hershel and enjoyed traveling and wintering in Texas.  He was a caring, social, and generous man with a great sense of humor and he loved spending time with his grandchildren.

Bob is survived by his wife, Virginia Halpin; son, Kirk (Heather) Carter of Bowling Green, MO; daughter, Stacy (Mark) Reynolds of Pooler, GA; four grandchildren, Austin (Julie) Carter of Norfolk, VA, Bailey Carter of Tioga, TX, Wilson Webel of Pooler, GA and Dusty Webel of Pooler, GA; two great grandchildren, Kirklynn Carter and Colton Carter; brother, Herschel (Jenny) Carter; sister, Helen Johnson; and several nieces and nephews survive.

He was preceded in death by his parents, George and Stella Carter; loving wife, Carol Carter; three brothers, George Lee Carter, Harold Carter, and Billy Mike Carter; son in law, Rod Webel; and one special sister in law, Linda Springer.

Funeral services will be held Wednesday, July 21, 2021 at 12:00 PM at Niebur Funeral Home in Pittsfield.  Interment will follow at Pittsfield West Cemetery.  Visitation will be held on Wednesday prior to the service from 11:00 AM to 12:00 PM at the funeral home.  Memorials are suggested to be made to Hospice Promise Foundation, Roderick Lee Webel Scholarship, or Muscular Dystrophy Association.  Online condolences may be left to the family at www.nieburfh.com.  Niebur Funeral Home is handling the arrangements.
